On Tuesday afternoon the Darlington County Sheriff’s Office arrested an adult video shop owner who has been the target of raids in the past.

The incident on Tuesday began when deputies responded to 1629 South Main Street Darlington.

Deputies investigated “after receiving multiple complaints for illegal narcotic sales and prostitution by female employees at Foxy Video,” Sheriff J. Wayne Byrd said.  
 
Foxy Video was busted by deputies in the summer of 2012 and three other times between 2009 and the spring of 2010. Between 2005 and 2010, deputies made 11 arrests at the store, officials have said.

On Tuesday, a search warrant was conducted by members of the Darlington County Drug Enforcement Unit, Darlington County Special Enforcement Unit, and the State Law Enforcement Division.

Victor Balin, 39, of Darlington was charged Tuesday with various charges including Operation of Brothel. He faced the same charge in April of 2010.

In the past, Victor Balin, the owner of Foxy Video, has told News 13 he is innocent… and says no prostitution takes place inside his store. But Wednesday, October 1, 2014, the Darlington County Sheriff’s Office announced two arrests connected to the Foxy Video Case in Darlington.

Amy Marie Strickland, 37, of Florence, has been charged with prostitution. Austin Bre Oates, 29, of Darlington, has been charged with prostitution, drug paraphernalia, and is wanted by SCPPP out of Horry County.
 
Balin is also charged with possession with intent to distribute bath salts which is a schedule I narcotic, possession with intent to distribute bath salts within the proximity of a school, unlawful possession of an illegal gambling device, and drug paraphernalia.

The criminal investigation is ongoing and additional charges are pending, Byrd said.
